SPEED PROJECT

Excellence Community Educational Welfare Scheme (ECEWS) is implementing a 5-year Sustainable Programs for HIV Epidemic Control and Equitable Service Delivery (SPEED) Project in Delta, Osun, and Ekiti States in Nigeria. The SPEED Project is funded by PEPFAR through the United States Centre for Disease Control and Prevention (US-CDC). ECEWS leads a consortium of implementing partners comprising of Achieving Health Nigeria Initiative (AHNi), Association of Reproductive Family Health (ARFH), Family Health International (FHI 360) and Howard University towards the comprehensive and efficient implementation of the SPEED project in the supported states. Bohemian Smartlytics Limited is a contractor on the SPEED project supporting the development of an e-health patient management solution.

The objectives of the SPEED project include:
• To reduce HIV-related morbidity and mortality
• To achieve sustainable epidermic control for HIV across sub-populations and sub-national geographies including the elimination of Mother-to-Child transmission of HIV (eMTCT)
• To reduce HIV incidence for at-risk populations
• To sustain the ability of state governments and civil society organizations (CSOs) to lead and manage comprehensive HIV programs.

Across the three states, the SPEED project supports 90 health facilities, Community Case Management Program (CCMP) CBOs and 9 ART Drop-in-Centers to deliver comprehensive and wholistic services across sub thematic program areas including PMTCT, HIV/TB prevention, care and treatment for Pediatric and Adult sub-populations, NCD program integration, Mental Health and Psychosocial Support (MHPSS), Community case management program (CCMP)To ensure equitable service delivery for all sub-population the SPEED project adopts a Pediatric, Adolescent and Key population friendly service provision model at both facilities and communities. These services are coordinated at both facility and community levels to achieve optimum coverage for beneficiaries across all the LGAs and communities in the three states.

In a bid to entrench HIV program sustainability, the SPEED project implementation also prioritizes empowerment of the host government and community stakeholders towards ownership of the HIV program through the Clinical Mentorship Program (CMP) and robust collaboration with the SACA and SASCP team across supported states. Program implementation fidelity and accountability is ensured through utilization of high quality and frequency reporting (daily, weekly, and monthly) and quarterly evaluation to monitor cost efficiency, outcome, and impact of the programs on its beneficiaries.
