Technical Officer - Logistics

The broadened scope of activities under its Global Fund (GF) Alignment HIV Grant has created the need for increased staff capacity around new and enlarged areas of focus.

Overall Job Function:

The Logistics Officer will plan, support and implement an efficient logistics and supply chain management system in collaboration with the PSM lead for ECEWS in accordance with donor requirements and stipulated guidelines of the Federal Government of Nigeria

Duties & Responsibilities

  • Receive, review and analyze summary logistics performance reports on HIV test kits (regular update of the stock status report at both SDP and central level).
  • Periodically analyze Combined Report Requisition Issue and Receipt Forms and determine which reporting sites need supervisory support to ensure regular, accurate and timely reporting.
  • Process the facility orders to the vendor or to the CMS for distribution (PSM TWG laboratory focal person)
  • Aggregates the reports for all of the facilities in the country to provide the input for the national quantification
  • Monitor stock levels at the central warehouse
  • Communicate with relevant procurement units for procurement of HIV test kits
  • Monitor the central warehouse to ensure that orders are sent to reporting sites in a timely manner and in accordance with the established lead time
  • Monitor the central warehouse to ensure good distribution and warehouse management practices.
  • Communicate stock status information regularly to the FMOH, NACA, and other relevant stakeholders including implementing partners to ensure that information collected is used for logistics decision making
  • Report periodically and share HIV test kits and laboratory commodities logistics information (e.g. test usage, stock levels at the warehouse and the SDPs) with both internal and external stakeholders

Reporting & Supervision:
The position reports to The PSM Lead on the Project. The position regularly interacts with facility staff and the zonal program implementation team as well.


  • A minimum of Bachelor’s degree in Pharmacy or other relevant field with prior relevant field experience in supply chain management and HIV/AIDS monitoring and evaluation.
  • Minimum of five (5) experience in related programming in developing countries. Global Fund experience will be an added advantage.
  • At least three (3) Years’ experience in Pharmacy Logistics and Supply Chain Management.
  • Experience in HIV/AIDS Monitoring and Evaluation
  • Proficiency in MS Access, SPSS, MS Excel, MS Word, MS Power Point and other Office packages.
  • Proficiency in the use of email and internet.
  • Fluency in English; excellent communication and report writing skills required.

Desired Core Competencies:

  • Be able to use pharmaceutical tracking tools to input data into stand-alone and web-based data bases/systems for the purpose of monitoring drug use and needs across ECEWS supported sites.
  • Be familiar with and able to use monitoring and evaluation tools for the tracking of pharmaceutical products.
  • Be familiar with and have the ability to deploy the Logistics and Health Program Management Information Program for the purpose of Pharmacy logistics and Monitoring
  • Be a resource person for the training of site level staff on pharmacy logistics and monitoring
  • High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
