National Socia Safety Nets Programme (NASSP) Third Party Monitoring Of Cash Transfer Programme

ONGOING Project

ECEWS is implementing a multi-year third party monitoring of the World Bank Assisted National Social Safety Nets Programmes in 3 Nigerian States of Cross River, Osun and Oyo under Nigeria’s National Social Safety Nets Programme Coordinating Office (NASSCO). 

As the independent third-party monitor, ECEWS is responsible for the verification transparency and compliance with principles of identification of the poor and vulnerable households (PVHHs), transparency and compliance with principles of selecting beneficiaries; payments of cash transfers to beneficiaries; and amount of disbursement of cash transfer by Payment Service Providers (PSP) to beneficiaries selected from the social registry, functionality of the grievances management mechanism and the effectiveness for managing complaints and appeals  as well as the adequacy of education, information and communication mechanisms of the project at all levels.

On the project our team have reached over 15,000 beneficiaries through the Open Data Kit (ODK) Questionnaire, 12000 beneficiaries through focused group discussion and attended to over 500 complaints through the key informant interviews.

Across the targeted states, ECEWS’ intervention has made it possible for hundreds of eligible venerable households to access their conditional cash transfers, resolve grievances and several programmatic issues. On the project, ECEWS maintains a healthy working relationship with the respective state government and relevant stakeholders.
