Job Title: SENIOR TECHNICAL ADVISOR CLINICAL SERVICES, ART/TB/HIV PREVENTION

Supervisees: STATE PROGRAM MANAGERS
Project Duration: FULL TIME, 4 MONTHS (JUNE- SEPTEMBER 2017)

Overall Job Function:

Incumbent will be responsible for assisting the Deputy Project Director/ Director Clinical services in meeting program objectives, drawing plans and overseeing the implementation of the care and support service delivery in line with the NG&SOP, NAP and M&E national plans on care and support

Incumbent will be responsible for providing support in developing and managing health programs that maximize development results and impact, Coordinating and managing the technical services essential to the functioning and effective implementation of all programmatic activities, Ensure that the systems (people, policies, processes and tools) that are necessary to play those roles exist and are fully operational, Provide technical support to supported facilities in establishing protocols for HIV/AIDS care and treatment and other health services that are consistent with national guidelines.

Qualifications, Key Knowledge, Skills & Ability:

  • Degree in Medicine, Public Health or a related field; or a Master’s degree or equivalent in public health or related fields
  • At least 9 years’ post NYSC experience in developing country health care programs or program support function 3 years of which must be at a senior management level within an international NGO or agency
  • Knowledge of the policies, regulations, reporting formats, and cultures of principal donors, including USAID, EC, DFID, CDC/PEPFAR, and others
  • Extensive clinical experience in care and treatment of HIV/AIDS patients
  • Demonstrated experience in non-profit sector in a program management role
  • Strong supervisory and management skills
  • Ability to lead teams and promote cross learning
  • Ability to handle confidential information with discretion and make reasoned judgments in a timely fashion. Committing to a course of action without undue delay or prevarication
  • Experience of dealing with difficult and sensitive situations in a diplomatic and professional manner

Job Tittle: DATA ANALYST/ COMPUTER PROGRAMMER II

Project Duration: FULL TIME, 6 MONTHS (JUNE – DECEMBER 2017)
Closing Date: JUNE 09, 2017

Overall Job Function:

The incumbent will bring on board models that allow patient/facility level data entry, storage, analysis and interpretation. The design must also allow for collaboration with other reportage platform developed by CDC, USG and Government of Nigeria.  The Data Programmer / Data Analyst must be able to use his/her skills in programming and software development, data mining, as well as database management. Discuss, Design and develop information intelligence needs with the management and other program staff. Support in the development and implementation of data collection systems/strategies that optimize statistical efficiency and data quality, Ensure the deployment, functionality, analytical techniques and upgrade of Electronic medical record in all LOCATE project supported comprehensive sites, Work closely with management to prioritize reporting needs. Build the capacity of facility staff in the use of EMR through hands on trainings and supportive supervision. Generate reports using IT / database systems and assist in their analysis. Monitor and maintain the update of data management such as USG DHIS 2 INSTANCE reporting system, quality, secure access and use to meet specific reporting requirements. Introduce business rules and carry out periodic data quality assessment. Migration of existing Data Management System from current platform to required platform. Manage the development tools, systems and template relevant for M&E reporting. Acquire data from primary or secondary data sources and maintain databases/data systems. Identify, analyze, and interpret trends or patterns in complex data sets. Filter and “clean” data, and review computer reports, printouts, and performance indicators to locate and correct coding problems

Qualifications, Key Knowledge, Skills & Ability:

  • Bachelor’s degree in Computer Science or Information Technology; with a post graduate qualification in information technology. Database certification will be an added advantage
  • 2-3 years in data or business analysis or related field
  • High-level proficiency in MS Word, PowerPoint, Excel, Access along with clear understanding of SAS,SPSS, SQL Server and other analytical tools JAVA, MS-SQL, MYSQL, ORACLE or any other RDBMS package. Deployment of network/destop packages
  • Solid understanding of database architecture and development
